# Step-by-Step Guide:

- Preheat oven to 350°F. Lightly grease a 9x13 inch baking dish.
- Boil elbow macaroni in salted water until just al dente, about 1 to 2 minutes less than package instructions. Drain and set aside.
- Melt 1/4 cup unsalted butter in a large saucepan over medium heat. Whisk in 1/3 cup flour constantly for 1 to 2 minutes to form a roux.
- Gradually whisk in 3 cups whole milk and 1/2 cup heavy cream, stirring to prevent lumps. Cook until slightly thickened, about 4 to 5 minutes.
- Remove from heat and stir in 1 tsp Dijon mustard, 1/2 tsp garlic powder, 1/2 tsp onion powder, 1/4 tsp smoked paprika, 1 tsp salt, and 1/2 tsp black pepper.
- Add 2 cups sharp cheddar, 1 cup Gruyère, and 1/2 cup mozzarella cheeses. Stir until fully melted and smooth.
- Fold the drained macaroni into the cheese sauce until evenly coated.
- Transfer the macaroni and cheese mixture into the prepared baking dish.
- Combine 1 cup panko breadcrumbs, 2 tbsp melted unsalted butter, 1/4 cup grated Parmesan, and 1/4 tsp smoked paprika. Sprinkle evenly over macaroni.
- Bake uncovered for 25 to 30 minutes until the topping is golden and bubbling.
- Allow to rest for 10 minutes to set before slicing and serving.
